The ingredient Beef is only found as food. There are no cows in Cyrodiil.

Beef is one of only three ingredients which can be used to create a Fortify Agility potion; the other two are Leek and Shepherd's Pie. Any two of these three can be combined at journeyman level or higher. Combining Beef with Shepherd's Pie always provides an additional Shield effect and, at expert level, also Dispel. There are no negative side effects from combining any of these three ingredients.

• 1 sample is in the Bravil Fighters Guild
• 1 sample is in the Bruma Fighters Guild
• 1 sample is in the Leyawiin Fighters Guild
• 1 sample is in the Skingrad Fighters Guild
• 1 sample is in Barthel Gernand's House in Cropsford
• 1 sample is in the Chorrol Castle Dungeon

It can also be found randomly in the inventories of food vendors and in food containers.
