Ambassador Elsrenn is a Nord ambassador of the Ebonheart Pact who can be found on Stirk. After the attacks on the Fighters and Mages Guilds by the Worm Cult, she and her fellow ambassadors will need to be convinced of this threat, so the alliances will lend aid.

After defeating the shapeshifting Mezamma at the Earth Forge, Gabrielle Benele will take you to Stirk where Prince Azah will be trying to get the Alliance's agreement to cooperate against the threat.

When you arrive at the meeting place, Prince Azah will be getting frustrated:

Prince Azah: "Ambassadors, please! You must listen!"
Ambassador Telnintor: "Those attacks in Auridon? Prince Azah says it's the Worm Cult!"
Ambassador Elsrenn: "What does it matter? We can't fight wars in both Cyrodiil and our sovereign territory!"
Ambassador Geonette: "Prince Azah said Gabrielle was bringing the hero who uncovered this plot. Let's hear them out."

You will then need to speak with your alliance's ambassador and convince them. Speaking with Ambassador Elsrenn at this point:

"Gabrielle tells a compelling tale of necromancy and Daedric cults, but I am not yet convinced that the Pact is truly in danger. Why don't you elaborate on why I should believe that the Worm Cult has returned and is a significant threat to the land."
The Worm Cult has returned. They're launching attacks throughout Tamriel with soul reaper devices.
"Are you certain it's a resurrected Worm Cult and not just the work of an insignificant handful of fanatics who refused to accept defeat? Surely, they can't be a threat to the powerful Ebonheart Pact?"

"The members of the Fighters and Mages Guild have spun a fanciful tale, but it sounds like a trick to catch the Pact off guard. I suggest you speak with your alliance's ambassador while I give Azah and Gabrielle one more chance to convince me."

After you have informed your ambassador of the situation, Vanus Galerion's staff will begin to glow purple in Gabrielle's hands. She suggests you touch it as it is reacting to you. Speaking with Ambassador Elsrenn before touching the staff:

"These theatrics are delaying any hope of an agreement. Please get on with it."

When you touch the staff, a projection of Vanus Galerion will appear and wants to speak with you quickly. Talking to Ambassador Elsrenn before Vanus:

"Vanus Galerion? I thought you said he had been captured? Well, let's hear what he has to say."

Vanus Galerion will inform you that he is still alive but imprisoned, and that the Worm Cult is currently amassing forces for a devastating attack. The only clue he found out so far is the mention of the island of Solstice but asks you to convince the alliances to help. After your conversation is finished, the projection will disappear and Prince Azah will want to talk to you.

Speaking with Elsrenn before the prince:

"Solstice? Never heard of it. But the words of Vanus Galerion give weight to your message. I will make sure the Pact provides its support."

After speaking with Prince and completing the quest, the ambassadors will speak with each other:

Ambassador Telnintor: "It's clear now. We need to work together if we're to have any hope of defeating the Worm Cult"
Ambassador Elsrenn: "Agreed. We must report back to our superiors and rally our forces."
Ambassador Geonette: "And what shall we call this newfound camaraderie?"
Skordo the Knife: "How about the Stirk Fellowship? This island has a habit of being part of these things."

You can talk to Ambassador Elsrenn afterwards and ask some questions:

"The Pact will send champions at least. Perhaps some troops. At least until we know the extent of what the Worm Cult is actually planning."
Do you think Jorunn the Skald King will send forces to join our Stirk Fellowship?
"Jorunn brought the Dark Elves and Argonians together to defeat the Akaviri. And he set aside hostilities to defeat the Worm Cult once before. I can't say with any certainty, but I believe the Ebonheart Pact will do the right thing."
