In my testing, I have found that staves of Fireball, Ice Spike, Ice Storm, and Wall of Flames, Frost and Storms all increase the destruction skill. Scrolls of these spells also increase the destruction skill, so I suspect whatever bug is causing the skill increase the same for scrolls. I think it may be related to areas of effect, as the Blizzard scroll will also increase the destruction skill. Ice Spike is not an AoE spell, but the frosted shader it applies also "hits" other npcs sometimes. I have tested staves and scrolls in Special Edition 1.5.97 and scrolls in Legendary Edition latest version.
