Location of the "safe"

I am just throwing this here because I am not so advanced with the wiki (yet) so I am just throwing this info here because I don't want to create more work for you fine people. As I learn, I'll try and add things directly if I can...

The description for the safe is misleading. While it is described as a "safe" located in a "cellar" it is actually a chest in a locked room in the center of the ground floor of the militia headquarters.

You can unlock the doors under much less scrutiny if you visit the headquarters just before taking this quest.
