Quercus Duro, clerk of the Resettlement Office in Old Ebonheart

Quercus Duro is an Imperial scribe and representative of the Census and Excise Office. His chief remit is the Resettlement Office, located in the northeast tower of the Ebon Tower in Old Ebonheart, but he is notably slow with his work - resulting in a very lengthy queue of aspiring colonists.

He is involved, albeit briefly, in the events of the Stendarr Tower Haunting. Speaking to him otherwise will allow you to apply for resettlement elsewhere in Morrowind, resulting in a number of world-weary comments on your desired destination.
