Jo'Kaar

Jo'Kaar is a captive Khajiit forced to manufacture skooma within a Camonna Tong den hidden away within Andothren. During the Thieves Guild quest Sugary Business you will be charged with removing the Tong's access to their skooma producer - whether by freeing Jo'Kaar, or killing him.

If freed and asked to assist in taking over the skooma trade, Jo'Kaar will put you in touch with his friends at the Elsweyr Mission in Old Ebonheart, and then depart the city for less traumatic environs.
