Ignatius Jureilius, an overzealous excise agent

Ignatius Jurelius is an Imperial scribe and Apprentice of the Census and Excise Office who can found down by the docks in Old Ebonheart during the East Empire Company quest, 'Letter of the Law'. He has waylaid a Dunmer named Navil Drolnor on a technicality, and company official Aetia Nemesia will send you to deal with the snarl up. Ignatius himself appears to be thoroughly by the book, to a fault.

He wears a Colovian fur helm, a common shirt, a pair of common pants, and a pair of common shoes. He carries a copy of Boethiah's Proving.

Aside from his natural charm and ability to absorb fatigue from others, he knows no spells.

If you have a problem, speak with Porcilla Dythos in the Harbor Offices. I'm sure she'll back me up on this."

"I'm just waiting for Porcilla to stamp my documentation and those kwama eggs will be promptly confiscated."

"Just have Navil pay me and we'll get on with it. If you need me you'll know where I'll be."
