Soul for Laasta

A Golden Saint called Laasta in Sirsadrorran will inform you that you must go elsewhere if you seek death, as her enchanted blade Foeburner has run out of charge. She asks for a flame atronach's soul to recharge Foeburner and kill you properly. There's no option to refuse the quest outright.

Soultrap a Flame Atronach, and bring it to her. You'll need a common soul gem or larger to do so. Flame Atronachs can't be found in the Sundered Scar region, so you'll have to visit a Daedric ruin elsewhere. Another good place to look is around Mount Sarrunabi, northeast of Firewatch. Alternatively, you can simply use a Summon Flame Atronach scroll.

Fight for Foeburner

Once you've returned to Laasta with the soul gem, she will take it from you and turn hostile. It's a hard fight, as Foeburner has a very powerful Fire Damage enchantment. Resist Fire, Spell Absorption, or Reflect spells or potions are recommended. Upon defeating her, you can take Foeburner for yourself.
