Nettlebane Persistent?

I've encountered an instance of Nettlebane in every save I have. Even after the associated quest has been completed, the little ebony dagger continues to persist both in containers (including bodies) and merchant inventories. thieves guild radiant pickpocket missions

I've noticed that a sapphire I pickpocketed from one of the windhelm beggars during a thieves guild radiant quest has stayed in tonila's inventory for a good few hundred hours of gameplay. I have noticed the same, except it is Viola's Garnet.

Iron Dagger

The iron dagger you reinforce when learning to smith may be one of these items. I dropped it in a Khajiit merchant chest and it did not refresh until I removed it.
