Quick Walkthrough

1. Talk to Sabina Silvian in her farmhouse west of Charach about gremlin speech.
2. (Optional) Try to explain things to Witgi and then return to Sabina.
3. Seek someone fluent in gremlin speech in Charach.
4. Travel to Anvil and ask around outside about gremlin speech.
5. Talk to Ocli in the Bazaar of the Abecean about gremlin speech and exquisite amulet.
6. Either:
   • Speak to Isel Sard-Hand, ask to buy the amulet, then either:
     • Say that you are buying it for yourself (requires 70+ disposition, 300 gold).
     • Say that you are buying it for Ocli, and then either:
       • Offer to pay extra, amounting to a total cost of...
         • 600 gold.
         • 450 gold (requires 60+ disposition).
       • Insist that Ocli deserves the amulet (requires 80+ disposition, 400 gold).
   • Steal it and leg it.
7. Bring the Sard-Hand Exquisite Amulet to Ocli.
8. Return to Charach and relay Ocli's words to Witgi.
9. Speak to Sabina.

Detailed Walkthrough

Scattered farmhouses stand to the west of Charach. One is Sabina Silvian's Farmhouse, and it can be identified by the fig farm outside of it.

Speak to Sabina inside. She wonders if you know gremlin speech, as she's having trouble with a gremlin named Witgi. Witgi appeared one day, and Sabina - getting on in years - attempted to recruit her as a farmhand. Witgi has apparently misinterpreted the job offer as permission (or instruction) to eat the figs of Sabina's field.

You can attempt to talk to Witgi in the field outside immediately, but the gremlin is unintelligible (as you appear to be to it). You can otherwise ask around the residents of Charach in search for somebody who can speak Witgi's language. Pretty much any resident in town will direct you straight to Anvil, as gremlins are a rare sight on Stirk, so take the ship at the docks to that metropolis.

Once in Anvil, asking any resident outdoors will quickly see you pointed to the Marina, and asking individuals in the Marina will see you referred to the Bazaar of the Abecean - a large building on Anvil's eastern side. It's here on one of the higher floors that the gremlin Ocli can be found.

A more eloquent fellow than Witgi, Ocli speaks fluent Tamrielic, and will offer to help you in exchange for your own aid. He wants an exquisite amulet being sold by the Bazaar's clothier, Isel Sard-Hand, but Isel refuses to deal with gremlins on principle, and recently had Ocli forcibly removed from her store. Ocli will give you 200 gold to make the purchase on his behalf.

Isel's store, Sard-Hand Accoutrements, is on the top floor of the Bazaar. Talk to her about the exquisite amulet and ask to buy it. She's queasy about the idea of her handcrafted work ending up in the hands of an "orc rat". With 70+ disposition, you can convince her that you truly are buying the item for yourself, although you need 300 gold to complete the purchase. Otherwise, you can 'fess up to buying it for Ocli. She's reluctant, but will concede if you offer to pay extra (either 600 gold if below 60 disposition, or 450 if above), or if you convince her that Ocli is truly deserving. This latter option requires 80+ disposition and 400 gold.

Now bring your newly acquired Sard-Hand Exquisite Amulet to Ocli. He'll tell you what you need to say:

"Heeta hoota mee chap ja-bub-bub. Wump baa too-wa gaheep kap, tawoota bee pu eeta. Zaloop werp leez da-torp um inwup. Wahoo!"

You can now return to Charach to speak to Witgi. She'll take notes as you speak, and clearly get the message. Speak now to Sabina, who will be delighted to have a new helper - granting you her old enchanted gloves as a reward.

Notes

• If you kill Isel Sard-Hand and tell Ocli, he will challenge you to a duel - provided you don't kill him, you can still take 40 gold from Sabina for your "efforts".

However, since Witgi speaks very little Tamrielic, she misunderstood what Sabina was saying and seems to have taken her offer as permission to eat her farm's figs instead. Sabina asked that I try to explain things to Witgi and I agreed to do so. She told me that Witgi was just outside, in her orchard.

15		I told Sabina that my efforts to convince Witgi to work for her were unsuccessful. She suggested that I find someone who knows gremlin speech, so that they can teach me how to explain things to Witgi. She wasn't sure where I should start looking, but recommended Charach as the closest place to ask around.
20		I heard that there is a gremlin in the Bazaar of the Abecean who speaks Tamrielic.
30		I met the gremlin Ocli in the Bazaar of the Abecean and he was willing to teach me gremlin speech, but requested that I perform a task for him first. He wants me to buy him an exquisite amulet from Sard-Hand Accoutrements on the bazaar's top floor, because Isel Sard-Hand refuses to trade with gremlins. He gave me 200 gold to make the purchase.
40		I bought Isel Sard-Hand's exquisite amulet after I convinced her that I was buying it for myself and it had nothing to do with Ocli.
50		I bought Isel Sard-Hand's exquisite amulet after I offered to pay her extra for selling to a gremlin.
60		I bought Isel Sard-Hand's exquisite amulet after I convinced her that Ocli was well-spoken enough to deserve to have it.
70		I gave the exquisite amulet to Ocli and he taught me a few sentences of gremlin speech to explain to Witgi what a farmhand is.
80		Ocli challenged me to a duel and attacked me after learning that I had killed Isel Sard-Hand.
90		I used the bit of gremlin speech that Ocli had taught me to explain to Witgi what a farmhand is and she seemed to grasp the concept.
100	Finishes quest	Sabina rewarded me for getting Witgi to work as a farmhand with a pair of enchanted gloves that she no longer needs.
110	Finishes quest	Sabina was disappointed that Ocli wasn't willing to teach me gremlin speech, but rewarded me with some gold anyway for attempting to help her.
