While you're distracting the Pact guards:

"This Captain gro-Mak's lodge. You can't enter without permission."

If you choose to go up the lodge, he will ask you to come down:

Scout Quinton: "I know you're up there. You can't go in."

Scout Quinton: "Hey. Don't go in there."

Scout Quinton: "Don't make me go up there to stop you."

Scout Quinton: "C'mon! Don't make me move. This pole is comfortable."

Speaking to him to get access into the lodge:
