Rebel Soldiers are Imperials who are part of Sylvian Herius' rebellion and can be found on the west side of Cheydinhal.

Two Rebel Soldiers have been captured by the Imperial Legion and are being held on the east side. Vyctoria Girien asks that they be freed before the Legion executes them as part of one of the town quests.
