Make a one time transaction of 1,000 gold or greater for crimes committed against the citizens of Tamriel.

Make Amends is awarded for paying off a bounty of at least 000010001,000  to either a Fence or a Guard. Clearly a Fence is the preferable choice, as they will not confiscate any stolen goods you may be carrying. Note that being killed by guards with a high bounty does not count^{[verification needed]}.
