If you speak to him, you can have the following conversation with him:

Why won't you stay?

"Chorrol is far from Black Marsh. I hear the call of the Hist tree and long for its embrace. The soil of Cyrodiil is poor for Hist and Argonian. We cannot grow here.
I wait only for the roads to be safer. Danger swirls everywhere during wartime."
