Grass-Eater is a Khajiit beggar found in the town of Belkarth in Craglorn. When you speak to him, he will say, "This one thinks the Star-Gazers should spend less time looking at stars and more time gazing down here. Walkers starve while they shuffle around in their silly robes, comfortable in their observatory. Ziss on them!"
