The dockmaster only appears after you've found his hidden stash and are ready to hand it over to Captain Jimila. If you speak to him before speaking to the captain, he'll only say:

"Do you make a habit of interrupting business transactions? We have nothing to discuss."

After speaking to the captain, Qamar will then himself interrupt:

Dockmaster Qamar: "I'm tired of your complaining. Pay what you owe or the Red Sails will seize this ship."

Captain Jimila: "Fine! Take your ransom and choke on it."

Dockmaster Qamar: "There now! Was that so difficult?"

Captain Jimila: "Difficult is keeping my claws from ripping out your throat."

Qamar walks away and disappears.
