Cyrodiil Angler is awarded for catching all 12 rare fish in Cyrodiil (outside of the Imperial City). Note that there are no fishing holes to be found in the bodies of water in the safe areas behind the alliance gates, so if you're looking for a quiet spot free from interference from hostile players, you're out of luck. Fishing in a war zone is not without risks.
