Cimon is a Breton commoner who can be found lying beside the cobblestone road in the city of Daggerfall. He is lying near Tradesman's Square next to Aniette.
When a dragon appears during the Dragon Rise event, he jumps up from his lounging spot and runs inside Captain Margaux's Place and disappears.

If you approach, he will simply state:
