After discovering a scheme between a respect member of the community and bandits, you have the option of reporting this to Captain Halakalal with the culprit in tow.

"Yes? What's the problem?"

I have someone for you to take into custody.

"Is that Nellor the innkeeper? He's an upstanding citizen!"

This letter proves he's sent travelers to be ambushed by bandits.

"What? No, impossible.
We've had disappearances recently, but Nellor sending travelers to their doom? This is unthinkable. He didn't give you any trouble, did he?"

He came peacefully.

"This a blight on our community. Our own innkeeper, responsible for leading visitors to bandits? Bad hospitality.

If you exit the conversation before turning in the quest, he will alternatively say:

"Ah, you ran off without your reward. Here."
