20 guaranteed samples can be found (these locations will respawn, since tobacco is treated as food) in the following locations:

• 3 samples are in Redas Dalvilu's House in Bleaker's Way
• 3 samples are at Best Goods and Guarantees in Leyawiin
• 3 samples are at The Main Ingredient in the Market District
• 3 samples are on the second floor of the Bravil Fighters Guild
• 3 samples are in the basement of Stonewall Shields in the Market District
• 3 samples are in Ra'jiradh's House in the Talos Plaza District
• 2 samples are in the Chorrol Mages Guild

It can also be found randomly in the inventories of alchemy vendors and in some loot chests.

Shivering Isles adds an additional 24 samples, all of them at Cindanwe's House in Fellmoor.
