Heather is a very common flower which grows in large quantities in the Ascadian Isles region. Ajira at the Balmora Mages Guild will ask you to find a sample during the Four Types of Flowers quest. Ajira is apparently not very bright, or she would have noticed that she already has an unlimited supply of them for sale. According to Ajira's report, Heather comes from Skyrim but none is found there during the 4th era.
