Quick Walkthrough

1. Talk to Master Aryon in the Upper Tower in Tel Vos for chores.
2. Travel to Gnisis to convince Baladas Demnevanni to join the Council.
3. Collect three Dwemer books for Baladas to have him agree.
4. Return to Aryon to complete the quest.

Detailed Walkthrough

Chores

Councilor Aryon in the Upper Tower of Tel Vos will ask you to go and speak with Baladas Demnevanni and convince him to join the Council.

Three Books for Baladas Demnevanni

Go and visit Baladas at Arvs-Drelen in Gnisis. If you've already collected the three books for Baladas, you'll be basically finished as Baladas will immediately agree to Aryon's request. If not, perform the Dwemer Books quest to have him agree.

Return to Aryon to complete the quest. You will be promoted to Aryon's Mouth, regardless of whether you have reached the regular Attribute and Skill requirements, and receive a Silver Staff of Peace. You may also notice that Baladas now has a Mouth in the Telvanni Council House, Enar Releth, while Aryon's former mouth Galos Mathendis has presumably retired from Telvanni politics to devote himself to magical studies, as he said he would, as he is nowhere to be found.
