I may be able to find more about Martius Silius' murky past in a small village called Blackridge.

Detailed Walkthrough

The quest starts at a small dock, at the end of which Boregis is found. When you speak to Boregis, he will tell you that he arrived a few hours ago and that he wants to show you something, and tells you to follow him as he runs off. As you walk through the village gates, you will see that all the buildings have destroyed. Along the way, various trunks and Deathbell plants can be found as loot. Boregis will stop in the second part of Blackridge, in front of a garden where you will have to speak to him.

When you speak to him he will tell you the events that transpired ten years ago, and how Martius Silius stabbed the village elder and killed the other villagers. He will then turn hostile and proclaim that you should have never got involved.

Boregis is weak to frost attacks and so frost spells such as Frostbite and Ice Spike are useful against him, he is not a weak enemy and can easily kill you with Skullcrusher and so an ability such as Focusing Dodge is recommended.
